Guest Posted July 9, 2016 Posted July 9, 2016 Unfortunately I've been having this glitch for some time, but no idea even where to start looking for the answer. All bandits, animals, and enemies I encounter are level 1, regardless of my PC level. I can't find any reports of similar bugs. Hoping someone has encountered a similar bug previously or is familiar with the kinds of mods which might be responsible.

My best guess is that you're running a system that changes the leveling or behavior of NPCs, but until we have the load order there is no way to tell. Just as a general recommendation without having the load order if you have any mods that make enemies equip certain items or act a different way towards other NPCs or the character you should disable it. So run LOOT, post your load order and we'll work from there.
