Remove Spell Frost Effect on NPCs

So whenever an NPC uses some type of frost or ice spell, that NPC's clothes and skin will turn into almost an icy color. Does anyone know how to remove that icy effect on the NPC giving the spell? I've tried looking for a mod or something but couldn't find one.
