Black lines around light sources

The title says it all. I have black lines appearing around my hands when I use certain spells or shouts. They appear around anyone or anything that uses the same spells. I googled the issue. I tried everything in the links I read. AA is off. AF is off. I've tinkered with settings in the nvidia control panel. Nothing in the links has worked. I know it isn't a mod problem because I have it in my base game too with no mods installed. At this point I'm at a loss. Word of warning, I am noobish when it comes to pcs.
