Children teleporting to Volunruud

Whenever I enter an area with children, they teleport to Volunruud.  Once they're at Volunruud, they continuously reteleport there every few seconds.

 

The common culprit is Devious Device - More Devious Quest and the Remove Child Npc option.  I had the mod installed a while ago, but long since uninstalled it.  I tried reinstalling it, making sure the option was unchecked, but the children are still teleporting to Volunruud.  

 

It seems like the More Devious Quest setting Remove Child Npc is stuck somehow.  Any ideas what steps I should take to resolve this?
