Occasional character stuck in ground

[Ugh]

I'm currently in the process of setting up a new Skyrim profile to play, and came across this bug a couple times.  The picture included explains the issue pretty clearly.  This only happens occasionally; going into another cell and waiting a few hours tends to free the NPC.  I think this particular bug is just a "Skyrim is held together by chewing gum and paper clips" type bug, but I figure I'd make a post here just to be sure.
