How to reduce the neck length/size for NPCS?

I know how to reduce the neck for PC player but what about the NPCS ? there is no option in creationkit to modify it

The only way I know is that you can adjust head height in ECE and hence the neck length.  I've tried it and it looks ok in ECE but in game nothing changed.  You may want to try it and hopefully have better luck

Maybe it can be done with the skeleton?

 

Because:

I downloaded a Follower Pack from Nexus one time,  

they used a Custom Skeleton,

and when I replaced it with the latest XP32 they got really long necks.. Like mini Giraffes.
