Scenes not progressing, dialogues stuck

I have an issue with npc dialogues in certain scenes, specifically in those where the npc is marked as busy (Astrid on Night Mother's arrival, for example). The NPC will say the first line of dialogue, and just stop. The subtitles are stuck on the screen and the only way to progress the scene is by making a save and loading it. For normal NPC interactions, sometimes the subtitles linger until I enter a new area or reload a save. I'm not sure what's causing this. My load order is below
