Enemies damage bug

Hi!

Enemies in my game deal almost 0 damage. I switched on Legendary difficulty and get naked... Enemies dealt so little damage that I just stood in the middle of Karthspire forsworn camp, not moving for about 10 minutes. I can deal normal damage to them, but game is just too easy now... Does anyone know how to fix this?

It doesn't matter because it happens even on vanilla. Tried checking through Steam and reinstalled whole... Still occures

EDIT: Nevermind, I think Perkus Maximus is messing something in combat compared to other gameplay overhauls I played. Game is not easier at all. It's just how it should be.
