Cell/Area speficific CTD

After getting all the mods etc... I wanted I decided to fly around the map before I started a playthrough to make sure there weren't any CTD. Of course I find one that always happens when a cell near falkreath coming from riverwood loads in. After process of eliminating a mod that would allow me to load the cell (immersive NPC's being the apparent culprit) I decided to redo all my patches and create a load order without it. However I replicated the same CTD in the same cell without immersive NPC's loaded.

 

Not even sure how this is possible, am I just beyond screwed or is there something I can do non mod/load order related to solve these specific non random crashes? I have replicated this many times, where my load order with immersive NPCs (3DNPC.esp) will not CTD near falkreath if i remove the mod mid playthrough then reload the save. However it seems creating an entirely new game with 3DNPC not loaded will replicate the crash.

ETAC used to crash me near falkreath but that was an old version and I haven't used it since last year. I hate guessing so I would try to get a log event of that crash instead....

Also a papyrus log might help, doubtful but it's worth a try if you can duplicate the crash.
