cant wear any hoods

i have tried the frost fall hood i cant wear it  its like clicking a misc item same with black sacrament veil on the mod Arise

anyone know some mods that may cause this?

turns out the problem was devious device i think i have the old DDX installed so it may be the cause of me not wearing any hood and also some part of the  armor cant be equipped
