[Request] Glowing Hand Torch Option

Good evening!

I'd humbly like to submit a request to any helpful/bored modders out there:

I wonder if it'd be possible to put together some kind of spell/power that enables a torch-light/mage light effect from an upheld hand.

The way I'd see it is a mage/spellsword with a weapon in the main hand and the left hand held up, giving off the torch glow effect constantly.

I say constantly, as it wouldn't be a spell that needed continual casting.

'Equip' the light, and the hand raises and gives off light.

 

Is that even possible? Is it feasible? 

 

Anyway, just an idea I'd like to see in Skyrim, yet I submit it to the community as my powers are narrowly limited to slider-fu.
