Sudden Lag spike then back to 60 fps

Hi, I've stumbled upon a strange type of lag spike that hit during the time I meet enemies, or enemies spawn in around me. I drop down to about 15 / 20 fps, then after a minute or so, the fps hops back to between 50 and 60 fps.

 

I do not know what is causing this and was hoping that you might know.

 

PC:

GTX 680 4GB

DDR 3 16 gb

Intel i7 8 core CPU ~ 4 GHZ (Clocked)

SSD's (With the game installed on the same SSD as the operating system)

Mods, (I have always wondered if there is any way to export a list, text file of all mods?)

I do believe I solved it, after going through many many mods, I pinned down the problem to the mod named "Wet". I am not 100% sure yet, need more game play to see if the issue appears again or not. Just thought I should let anyone know that might have the same problem.

 

Edit:

After even more research, with the problem still there, I found out that the problem had to do with some outdated EMB files..

Well, the more you know.
