I would say it's a rendering problem. It's nothing to do with your computer but to do with how the mod was made.

I have put a zero my computer, install the original skyrim and donwload the last version of the cbbe v3 ( the only mod installed )

 

Conclusion: nothing has changed.

 

My interpretation is that my pc is crused ?
