[Help needed] Fire rate increase perk

So I tried adding increased fire rate and even better reload speed as well as a thrid rank to the perk quick hands with sadly no other effect than the third tier being added ingame.

 

Did anyone try to modify fire rate like the Perk Quick hands modifies reload speed ?

 

And if yes how did you do it ?

 

If no do you believe it is possible to do this without GECK or not ?

 

Below is what I currently have but its probably a mess since its only my third mod.
