So I decided to re-install Skyrim after quite a while.

Clean install, getting mods through MO, etc.

Everything seems to be running, except ...

Yup. I can just stand there and the blur comes and goes and comes and goes and ...

Anybody an idea what could be causing this?

Or more importantly, how I'd get rid of it?

 

Personally, I'm thinking it'll probably be some enb setting, but I know nothing about that, so ...

That's Depth of Field at work. Focuses on the centre of the screen. Try going into ENB settings (Shift-Enter by default) and turning off DoF.
