DDa, DDe TGZ file to ESM file

Down loaded Devious Devices Assets, and Interrogation.  As TGZ file. from here on LL.  To make it short. NMM Plugins, says I am missing the ESM files. Needed for, DD Expansion And Deviously Enchanted Chests. Sent them to zip file Used NMM. no good. Loaded them into Data Folder in Skyrim. As TGZ. Nothing. LOOT gives error messages. Says same. Missing ESM files.

What Am I doing wrong???
