Dynamic distribution of object to NPC's

I'm looking for a little help here from the Uber-scripters here. What I'm trying to do is create a simple mod to dynamically distribute a specific item to all NPC's of a given sex, similar to the Neck Seam Concealers Expanded for Oblivion. I'm brand new to Fallout NV scripting and would appreciate any advice or hints anyone can offer. I have to admit, that damn neck seam in FONV is driving me buggy.
