Uninstall NMM completely. When it does search for the game, tick on Skyrim and Falout 4. Then follow instructions. I had both games on my PC and it work fine. Even better, on my OP by clicking on my green signature, you will find a video for FO4.

in order to make your copy of Fallout 4 mod-friendly, you need to edit two configuration files, Fallout4.ini and Fallout4Prefs.ini. By default, these are located in:

C: > Users > [Your Profile] > My Documents > My Games > Fallout 4

In Fallout4.ini, repalce the line sResourceDataDirsFinal=STRINGS\ (under the [Archive] section), with:

sResourceDataDirsFinal=STRINGS\, TEXTURES\, MUSIC\, SOUND\, INTERFACE\, MESHES\, PROGRAMS\, MATERIALS\, LODSETTINGS\, VIS\, MISC\, SCRIPTS\, SHADERSFX\

In Fallout4Prefs.ini, scroll to the bottom to find the [Launcher] section. Directly beneath the [Launcer] header, enter:

bEnableFileSelection=1

If this line already exists, make sure that the value is set to 1 and not 0.

here is the similar explanation, but maybe much understandable:

How To Enable Fallout 4 Mods

How to enable modding

  1. Navigate to your Fallout 4 Folder at the following location "Documents/My Games/Fallout 4"
  2. Within this folder will be a number of .ini files, highlight "Fallout4Prefs.ini" and "Fallout4.ini".
  3. Right Click, select Properties and ensure that these are NOT marked as read only.
  4. Open Fallout4Prefs.ini with your favourite text editor (we use Notepad++).
  5. Navigate to the very bottom and you will see the line [Launcher]. Directly underneath this, add the following line: bEnableFileSelection=1
  6. Save and Close
  7. Open Fallout4Custom.ini with your favourite text editor. * Note that this file was changed from Fallout4.ini following update 1.2
  8. Add the following lines to your Fallout4Custom.ini [Archive] bInvalidateOlderFiles=1 sResourceDataDirsFinal=
  9. Save and close...
