Framerate Dropped, Won't Come Back Up

If you need more details just ask but here's the skinny.

 

In Mod Organizer I changed the order of XP32 so it would overwrite Realistic Ragdolls and Force (trying to get SGO3 to scale right)

 

Loaded up my save and the framerate is stuck at like 15

 

Started a new game...same thing.

 

CPU usage is normal, so its Skyrim not my PC.

 

Menus work fine and smoothly (inventory, magic, etc.)

 

Actual gameplay is crapped.

 

Don't know how to read papyrus logs but this looks pretty bad...   Papyrus.0.log

 

Never actually uploaded a papyrus log so I hope that's it.

 

Also, the sizes of all my savegames are pretty similar (like 6mb)
