Currently is there any way to make a mod that triples or quadruples the amount of defense you get from the endurance perk if you wear nothing?

there is a tool on nexus to modify the game files try that but i dont know if it works on perks

You can always use commands to increase the damage resistance, ie:

 

player.modav damageresist 590

 

will give you naked the same resistance from physical damage as if wearing the Power Armor.
