No plugins are working in game

So a corrupt save or two and a messed up skyproc patch causing crashing on startup convinced me to take a break from Skyrim since May. I wanna get back into it because I removed what was causing the crash, finally went and grabbed the Unofficial Skyrim Patch, and updated Mod Organizer and used its' plugin sorting. But plugins are not working in game not even the official DLC through the vanilla launcher. I have started new saves. There are two plugins that are sort-of half working SkyUI and Racemenu

I doubt load order will matter as the issue is that nothing is loading

Yes it is less than the 255 limit.

Papyrus logs don't say much of anything and the latest one is from August. I am Using skse 1.07.03 and FNIS V5.5 fix1.

I would prefer re-installation to be the last resort. I want to keep all of this content and re-installing the game may take a lot of work and time to do and keep it. But if re-installing is the only answer would just moving the data folder somewhere else and then deleting and re-downloading work?
