Covenant does not became a settlement

I have recently learned that after completing the human error quest town of covenant becomes a possible are for settlement.

 

I have long since finished this quest by siding against the people of the town and killing all of them. Now the town is empty but when I try to use the

workshop it says you are not allied with this town.

 

I was wondering if there is any way to fix this issue using console commands?

 

Edit: Found a fix, I resurrected one of the town people and killed him again. Now I own the town.

I had that too. Killed everyone and still the workshop said, you're not allied and not allowed to use it.

 

Covenant is buggy on another aspect too. When I allied with the town by killing the Synth, the population went mute after joining my cause.

I killed everyone in town, and was able to turn it into a settlement.
