What's the quickest way to change the outfits os NPCs permanently?

I know you can use the "equipitem"-command, but sometimes NPCs won't keep their new outfits when they move to another cell of the world.

And I know that there are mods out there which you can use to change the outfits of your followers permanently, but if you want to use it on non-followers you have to make them followers first. But if you wanna do this with a lot of NPCs you have to crawl through a lot pf dialogue menus and it gets kinda annoying.. Probably there's a faster way?

the way I did it on my skyrim was to use AFT with pickdefaultfollowerarmor" mod.

 

made an npc my follower, choose change armour, stuck the items I wanted that npc to wear in any slot 1 to 5 and bang they wore the armour.

 

but I have to keep that mod active and if its a non default armour... keep that installed also and it seems to work for me.

Get Extensible Follower Framework. Use the console to add its "Mind Control" spell to your spellbook, it just automatically recruits anyone you cast it on. Use it on an NPC, give them the proper outfit in their equipment tab, dismiss them, and you're done.
