Error Message "You Must Wait 15 Seconds Before You Can Download This File"

Every time i try to download any mod, and I've tried to download a few. I keep getting this error message, even when I refresh the page it keeps popping up.

I had that happen and it's not the normal 'your download will start in 15 seconds' but a really annoying page. I got rid of it by by exiting the web and cleaning out all my temp files and cookies with CCleaner from piriform, do a google search for it if you don't have it. It a great programme to have to keep your PC clean and running smoothly.
