Spell Casting Mod

I was wondering, is it possible to make a mod where you can cast the spells without having to equip them? Instead have like a secondary hotbar (f-keys perhaps?) and have your favourited spells bindable to those keys.

 

It would make it soooo much easier than swapping between spells and weaponry. At least to me.
