Where to start with Modding?

I'm new to the whole "modding" type of thing.

 

I know a little about scripting, the basics of it and a few languages like PHP, C#, etc.

 

I'm interested in modding for Oblivion though (Skyrim in the future). I also like quest related mods, but revolving around the "Lovers" mods. (Example, LoversBitch).

 

Where should I start? What tools do I need? Etc.
