FPS drop with a high end rig

Okay here are our system specs:

 

MB: Z97 D3H GIGABYTE

CPU: i5 4690k (stock for now)

RAM: Corsair 16GB DDR3 PC-1800

GPU: Sapphire R9 390 8GB

HDD: 3 TB Hitachi Deskstar (hybrid)

SSD: A-DATA 900 series 128GB (for OS only)

 

Running about 200 mods with Kountervibe ENB, have steady 45-60 FPS anywhere in exterior cells, even in Whiterun. However experiencing massive FPS drops in places like Windhelm (anywhere here really), Dimhollow crypt, and Solitude so far. By massive mean it drops to 1-6 FPS. GPU usage first drops to zero then sporadically jumps from 1-100% although it will never maintain 100 more than maybe half a second. CPU usage is steady at around 20%. Initially thought it might have been an HDD bottleneck but disk I/O (both windows resource monitor and skyrim performance monitor) does not show anything significant, 70 Mb/s load time for maybe 10-15 seconds and then it drops to 1-2Mb/s read sporadically. It cannot be VRAM either was max VRAM used in any of these areas is roughly 4GB - the card has 8GB which despite packing on multiple 4k texture mods, this game has not been able to reach.

 

Been trying to find where the issue is still since it just doesn't make much sense for the usage to completely drop across the board. Almost certain it cannot be the rig as this rig has eaten pretty much every title thrown at it without any issues so far. Skyrim is one strange animal though.

 

Load order is attached, it's through Mod Organizer and sorted by LOOT although LOOT had a weird fascination with putting the unofficial patches before the actual ESM - leading to errors, something that had to be corrected manually. Other than that, not sure if anything else is an issue. Read somewhere that ASIS potentially conflicts with immersive creatures and could cause issues but haven't found much information on that either.

 

Attached a performance monitor screenshot too as well. After the 4 GB VRAM usage (which was just outside Dimhollow in blizzard conditions), entered Dimhollow and everything dropped across the board. The spike back up was once again exiting and reentering the world space under identical previous conditions.

 

Papyrus log is also attached if that might potentially tell anything.

 

Figured to attach the pref/ini files as well.

 

Was thinking to maybe overclock the i5 to roughly 4.5 ghz, but will that really have any noticeable effect? Same with the SSD, will moving the entire game (roughly 45 GB of mods so far) onto an SSD have gameplay improvements (aside from load time)?

Okay so uninstalled all the texture packs, still getting 8-9 FPS in select interior cells - namely the forts/cave maps. So thus far can conclude that it wasn't the textures causing problems. Back to digging for the cause.

Will revert the papyrus settings and try that.

 

No change.

 

Been using abandoned prison from alternate start as a test, it would appear that anything remotely resembling those locations (the stones/brick walls or something) with the strange exception of whiterun is currently subject to this strange lag issue.

 

Did an overclock of the i5 to 4.4 ghz, FPS went from 8-9 to 9-10. Guess this kind of points to some sort of ini and or load order problem as opposed to a hardware issue unless AMD's latest drivers have issues yet unknown.

Your PapyrusUtil (included in SexLab) and SKSE must correspond each other.

Try to reinstall PapyrusUtil .

For PapyrusUtil see changelog to choose whitch version to download. It must correspond used by you SKSE version.

Or simply download last SKSE version (1.7.3) and PapyrusUtil 3.1. If SexLab 1.60+ used, reinstall SexLab and LAST SKSE.

And will be better to install by hands, without using mod manager.
