Spawn too many bandit chiefs

Hi is there anyone know why this happen? I have OBIS and ASIS both installed and sometime around some forts like Treva's Watch or Fellglow Keep there will have overwhelming spawn of bandit chief show up ,and no matter how many i kill them they will keep spawning.

I have ASIS setting with

Spawn weight for 3 spawn 200

                             4 spawn 150

                             5 spawn 35

                             6 spawn 10

 

Does anyone encounter this before?
