Whenever I try to exit an interior -> exterior cell, this happens:

I can't seem to get out of this...

 

even if I try to 'coc riverwood' if I go inside somewhere and try to exit back, it happens again

Find the "Shaders" folder in your data directory

 

Delete it

 

Re-Verify Game Cache through steam.

 

I don't have a "shaders" folder in my data directory (I had a shadersFx though, deleted that, didn't work, un-deleted it)

 

also I don't have this game through steam either.... (bought it in a store)

I also have the disk version. Two variants: Legendary, and Legendary from the Anthology. 

ALL disk versions of the game require you to install Steam. That's how Bethesda handles DRM now. 

So if you don't have Skyrim in your Steam directory, 99% Chance your copy is pirated. In which case, my support stops here.

Delete ENB if there is one on.

 

Fix shouldn't be needed. ENB shouldn't cause this problem unless it's improperly setup.

 

Some ENB sets do not work right with certain mods that change light effects and graphics.

 

Don't know what mods they are using but my skyrim used to have the same problem with the screen going yellowish green but it was the dungeons. I got a different preset and it was fixed.

Like I said. Improperly setup. 

Chances are it was just a bad configuration in enbseries.ini (or compatible with only one lighting mod).

However, I've never personally seen an ENB preset do this. 

I have, however, seen this exact issue with Oblivion, Fallout 3, and Fallout NV. Every time it was solved by deleting the Shaders or ShadersFX folder, and letting Steam re-aquire the files. 

However; the OP is clearly running a pirated copy of Skyrim. This is something that LL does NOT condone. I won't continue debating with you to provide support for pirated software.
