No dialogue options in Falkreath

So I was doing a playthrough with requiem (well, requiem survival, RND, frostfall and hunterborn, as well as the patches) installed, and at some point I decided to go start heartfire, but when I got to the deadman's drink inn, the inn keeper wouldn't have any dialogue options, so I couldn't rent a room, buy water/etc. So then I said screw it and went to the jarl, siddgir, but he was stuck on the left room, looping this one dialogue about taxes from a mill, his steward will respond and then they will say the same over and over, the thane is too just standing there like an idiot, the legate is the only one that's normal. When I try to talk to anyone they just say the random dialogue a normal npc says, but that's it.

 

I've tried to load a previous save, but the most old one (lv16, I'm 24) still has that problem, I also tried to start a new game and go directly there and everything was fine, though I didn't level to make the quest start (the courier giving you the letter). Tried too enable/disable and adding faction job via console but didn't work.

 

I was hoping to get a fix for this because I really don't want to start all over again

EDIT: I just start a newgame and used console to level up to get the quest but everything was fine.

 

EDIT2: Just went to Solitude and the blacksmith and general store owner don't have options. I guess it's gonna be random npc's all over the place. I'll just stop the playthrough and delete that profile...Stupid requiem piece of crap.

I am trying a PerMa playthrough for the first time and I am geting the same thing when I tried to rent a room in Falkreath and some other vendors.
