Need help fixing stuttering in FNV (no TTW)

I'm getting some pretty gnarly stuttering, and it's kinda random. 

My system specs:

 

AMD FX-8120 @3.1ghz
8gb Sysem RAM

GTX 960 4gb (EVGA SSC)

Fallout is on a Kingston v200+ SSD

Win8 x64 (slimmed down to bare essentials)

Solved: The problem was my operating system (Windows 8.1) of all things. Heh. Since I've gone back to Win 7U I've had no problems.
