How can I solicitate NPC with Deviously Cursed Loot?

In the description of Deviously Cursed Loot,

 

There's a Solicitation,

 

"This lightweight prostitution feature will allow you to sell your service...."

 

Is it only possible while I take collar or something?

 

At MCM menu, I already set like below...

 

I already have so much mods, and don't know which topic is for Solicitation.

 

Please let me know what situation is normal or some solution.

Based on your settings as long as you are in a inn and not wearing armor or a chastity belt there should be a dialog option with [solicitation] in it that's the one you are looking for.
