If you want a very small mod that just adds a shield, follow these step-by-step instructions:

1) Load CK

2) Open just the Skyrim.esm

3) Wait for the loading to complete, click on "Yes to all" for any warning you get

4) Save immediately and provide a name for your mod.

5) Again in CK open your file (Data...), double right click on your mod (maybe add a couple of lines to describe it), it should have "Active File" on the right of its name

6) Wait for the loading to finish, click "Yes to All" for the warnings

7) On the left tree go on Items->Armor

8) Right click on the list of items and select "New..."

9) Provide a name for your shield

10) If you have a world mode NIF add it to "World Model" (this allows to see the shield on the ground, NOT mandatory)

11) Be sure "39 - SHIELD" is selected in the center list

12) Equip type has to be "Shield"

13) Define its properties (weight, values, armor rating, ...)

14) On "Keywords" on the right do Right click -> Add, select "ArmorShield"

15) Close for now and go in Items->Armor Addon

16) Right click -> New in the list

17) Provide as ID the same you used for your shield with "AA" added to the end.

18) Be sure the race is "Default Race"

19) Add all possible races that can use the shield in the right list

20) If you have a first person NIF (you really should) add it to "First Person" (Male and Female)

21) Add the normal NIF (as seen when a NPC is wearing the shield) in "Biped Model"

22) be sure in the center list "39 - SHIELD" is selected

23) Close and open again the "Armor" you created before.

24) In "Armor Addons", to the bottom, do right click -> Add and select te Armor Addon you created before.

25) Save your mod, add it to Skyrim run the game and test it (usually you can grab the shield using a console command)

 

Later you may want to place it somewhere.

The textures are directly referenced from the NIF file, you don't need to specify them in CK.

You MAY need to edit the NIFs using NifSkope to update the path of your texture
