[REQ]Create glow tree, grass and such like in Avatar or Satorl Marsh in Xenoblade!

I just read this news today and it hits me, is it possible to create glowing trees, grass, flower, water and such to some degree like in Avatar or Xenoblade?

 

It would be quite a feat to the eyes to see the whole land glow up at night. If you also play Xenoblade, you will know what I mean in Satorl Marsh.

Skyrim would feel so much more mysterious if there is a section of the maps or everything glow at night.
