Lags to a crawl and no clue

So, having this issue that is only with Whiterun.   Outside by the stables looking towards Khajiit camp/first arched bridge, I lag down to less than 1 fps, maybe 3 to 4 seconds before I get any movement.  Inside Whiterun, I have this same issue if I look towards the market well, whether I have los on the well or not, it does the same thing.  Everything is fine if I'm 1st person and looking straight at the ground in both instances.  I can be standing infront of the Khajiit with no issues as long as I am looking at the ground.  I've already rooted out any mods that I know change the area in anyway physically.  I can run around any other town, Solitude, Windhelm, wherever with no issues so I don't believe it to be to many scripts trying to run at once.  I have disabled a few scripted mods to see if that helps and it doesn't.  I did have a similar issue before that happened in all major towns but fixed it by getting rid of Immersive Patrols and hydSlavegirls.  Apparently more npc's with scripts on them, are a bad thing.  At this point, I'm just trying to avoid a reinstall and have the same thing happen. I had similar problem, only in my case with dungeons. FPS drop was so massive it was unplayable. I even reinstalled Skyrim and went through my mods again to be sure which one caused the problem. Finally I found out it was hdtPhysicsExtensionsDefaultBBP xml I was using, and as soon as I replaced it with latest PE xml it solved my problem.

Unfortunately that wasn't it.  Gonna have to just go through every mod and see what's doing it.  Has to be a conflict or something going on somewhere to be localized that much.

Apparently, CMO and NPC overhaul don't play nicely.  And here I was thinking it was something I really wanted causing a scripting issue or something lol.  Oh wells, no pretty men in my game then.
