I had similar shadow issues (see a previous post of mine) and switching to a different ENB preset *nearly* solved the problem entirely. The rest of the issue is .ini edits, as I've been told on forums.enbdev.com

Anatriax Posted April 13, 2015 Posted April 13, 2015 Switch to Seasons of Skyrim. Best ENB preset I've found yet. A very nice balance of visuals and performance. Go to Realvision ENB's page, and download the preconfigured .ini files for uGridsToLoad=5 (or 7, if you prefer uGrids 7), copy and paste those. That should solve your issues.
