Set your [Papyrus] section back to default.

Change these settings:

bEnableLogging=0
bEnableTrace=0
bLoadDebugInformation=0

To these:
bEnableLogging=1
bEnableTrace=1
bLoadDebugInformation=1

Post your papyrus log from: **documents\my games\skyrim

This way we can see if there are scripting problems

EDIT: and be more specific. WHICH animations aren't triggering? Their casting animations? Their movement animations? Are they just a T-shape moving around, lobbing spells? We need to know exactly how the animations are misbehaving.

No. The [Papyrus] section is in your skyrim.ini, in your my documents folder.

Papyrus logs are generated each time you play the game, as long as logging is turned on. You only need to have logging turned on as long as you're having issues. Once your game is stable and behaving properly, you can turn it off to help increase performance a tad.

You're loaded up with errors and warnings. Check out the Speed and Stability Guide for ENB, and the Bug Fixing/Memory management portions of that guide. If following his directions there doesn't solve your problem, get back to us and we'll be able to help.

The reason I'm referring you to this guide is because it looks like there are a lot of scripts calling for mods that aren't there. This will help eliminate those scripts, and possibly eliminate your issue.

Hmmm. Try re-running FNIS as administrator, and double checking all of your mods to make sure that they have the listed requirements. There are still tons of errors in your log, but I personally am not adept enough at reading logs to identify exactly what the problem might be.

That being said: I would personally do a fresh install, use Mod Organizer to install all of your mods, and start a new save.
