ok i dont know if this is an issue or not?  the first time you enter primm you are attacked by convicts. i was not. the reason i dont know if i should be conserned is i got a quest from the only named convict in the hotel. that lets me side with the convicts.

and it changes the building the primm refugees are in to have more whores and patrons. the only mods i have that i think would do that is tryout or soliciting. is one of them supposed to make cartain factions non hostile?

well no one can answer the q. i have done testing and the game is working fine

You may want to list your load order(as it includes what mods you have installed)  simply by using Nexus Mod Manager and under Plugins list, use Export the Current Load Order.

well i already solved the issue myself and i dont use nmm for fallout nv. i use fomm
