Mouse lags computer?

Hey all, an odd problem popped up. I tried searching around for an answer and did some basic troubleshooting for the past few hours with little luck, so I was wondering if anyone knew about this problem.

I turned on my computer today and after a short while, anything I did that involved video or animation started giving me a huge amount of lag when I move the mouse around. Like, when I minimize a window, it takes longer than usual, stuttering for a moment. When I watch a video then move the mouse around (both inside and outside the window and frame), the audio gets distorted as though it's being slowed down, like if you're playing a game with lower framerate than it was designed for. When I tried playing a game, the cursor would hop about and the framerate wouldn't stay consistent.

I tried unplugging it and replugging it in, but that only solved the problem for about 20 minutes, when the problem would continue. I tried doing a restart, updating my graphics drivers, mouse firmware, and audio drivers. I checked for a windows update, and checked online for the problem with no luck. I checked task manager and saw that there wasn't anything taking up excessive CPU power of memory. I changed the mouse to a standard Microsoft model, but the problem only took longer to occur (a couple hours).

General information that may pertain to the problem:

Mouse: Logitech g600 (but I also tested it with a stock Microsoft mouse)

Processor: i7-4970

GPU: Nvidia GeForce 760

OS: Windows 8.1

Sound card: Realtek High Definition Audio

Thank you for your time and any replies/help I get will be appreciated. This issue really is bugging me x.x

Edit: another thing I noticed: when the stutter happens with the mouse, the cursor freezes in place for a few seconds, then quickly reappears wherever it was supposed to be at that time, with no mouse trail or anything.

Mouse slow down that also effects video sounds like a USB driver issue. I am thinking Micro$oft did some kind of update and messed up your USB drivers and possibly your video drivers. Also Mouse Acceleration setting in control panel can cause this. Check those setting and try turning it off or reducing it a bit. If this does not solve the issue, then you probably are dealing with a poorly installed driver or incorrect driver. Let me know if I can help you further.

Thanks for the reply. Tried that (the mouse acceleration), and the problem persisted. You were right about MS doing something funky with an update. There was a service added that started consuming a ton of memory that I didn't notice because of how often I've been restarting lately because of it, ironically enough >.<

For any wanderers that have the same problem: the service is called "intel® technology access - service". Ending it with the task manager fixed it, but you can also prevent the program from running on startup via msconfig and unchecking its box there in the services tab.
