What is the console command to add bounty to all holds in Skyrim?

here you go:

player.setcrimegold <#> <Faction ID>

In the #, add the amount of gold and in Faction ID, add the id of faction desired.

if you do this, you will become wanted in that faction for that amount of gold you inputted.

remember, higher the number, more people will be after your ass
