Help with papyrus

So, I've just started modding spells in Skyrim and I'm making a concentration cloak type of spell. I've already done the defaults but cloak and stream type spells don't actually show up the Explosion effect you get when you use something like Fire Storm.

 

The fix I've thought up is to use a script to repeatedly reproduce the Fire Storm cast release every X seconds. Creating waves of flame emanating from the Player character as long as the spell is held down.
