Reunification of Skyrim - Battle for Windhelm Bug HELP Badly needed

Ok i'll try to make this simple as possible.

 

I got Apollo's Civil War Overhaul installed and played along with the Civil War questline siding with the Imperials. All goes normal a few fixable bugs via console command this and that...

 

But as i get to the final siege on Windhelm i've encountered a bug that is quite troublesome even for me. As posted i have to meet up with General Tulius on the bridge of Windhelm to join them for the last time, but as i get to the stables no one was there, heck only stormcloaks appeared but none of the imperials are present. Marker pointing absolutely nothing at all when i arrive.

 

Waited a few minutes and the quests update telling me to "Open first Exterior Gate", again marker points at nothing.

 

Proceed inside Windhelm and fight through a zerg rush of Stormcloak rebels, no update on the quest whatsoever and break through the barricades but as i nearly reach the Palace, CWO prompted a message about an error and instantly finished the Civil War Questline in favor of my side. Though none change with the Jarls sitting in the palace, Ulfric gone but no replacement.

 

I reloaded the save and got stucked at the first part of the quest which is to go at the Bridge near windhelm stable and await Tulius, Cycle of bugs repeats.

 

Tried everything from console commands to methods like reload, wait & save then wait at the palace. NONE!

 

Posted a bug report in Apollo's Mod page but no answer as of March, (Yeah... i posted this bug on January and last year prior to my first encounter with this bug). Still no response.

 

I really need help badly as i searched for fixes, no one seems to have a fix for it since it's a rare case in their plays.

 

Tracking apollo's Modpage but all i can see is ignored bug reports and a daily dose of trolling and End user vs Author keyboard fight through the comment sections, so basically i'm stuck in a dead pit of sweaty 'Muricans'(No offense).
