What if there existed a plugin/mod/tool for starting a new game, using console commands to complete all the quests the dragonborn had previously completed, setting the new player's level, skills, and inventory to what it was previously, and using the previous character's face and body settings?

 

What significant obstacles exist in doing this, does it already exist, and/or is it even doable or worthwhile?

 

Aside from that mod idea, I keep having infinite loading screens and no log messages in the papyrus log--what am I to do?

If you keep all the completed quests, then you don't need a mod to do that. You just load the game.

It already is possible on that problem the mod you want was made one by two, Race, menu and famailar faces, the last Ice burg though using concepts from other mods,

 

Alternate actors,

 

The problems that I have wtih all bue race menu, is alternate actors was never well finshed, famialr faces, well why do you need a follower with godmode  powers, the ideas of both mods, well would be nice,

 

Ice burg did give permission to well make a mod or update even in the source code is somewhere there, have not seen him in over a year, made a post about the idea nobody jumped about it like almost a year ago now,

 

the idea was that combine race menu, Familar faces, and well alternate actors,

 

expired is the only one I know with the knowledge on that though, and of course with more modern well stuff since at came around, Jc containers would be well easier now, as a resource, and race menu, all well with permission and no,  taking credit for something that was not, and well gettting authors permission.

 

The current author of SD + may have more of a idea being he works with stuff, as death alt, and well, being SD + is one of the most well advanced mods that I am aware of, do not know off in well you know, but yeah,

 

All you would need is mainly permission from expired and JC, being they build the framework of well the mods I said,

 

Though have wanted well a body swap mod and not a follower mod that was famailr faces,

 

example want to play with all your powers and magic, good then go and get  the guy in windhelm, and put him in a place storage area like in Fam Faces, and play as him any time you want,

 

or what else like you say no starting over any game and no outside tools like a  save game editor,

 

do not know what if this mod will ever happen, hoping someone takes the offer,

 

sorry for gibberish,. Though the mods you want do exist made by well 4 authors, that 3 have worked toghter on, missing factor is the famialr faces creator, good maker just wish he would change it to more than a follower frame work mod, or well

Uhhh yeah...

 

I suppose there might be some mods already created that I could bring together with permission from the authors to do such things.

I also fixed my infinite loading screens and Skyrim is now more stable than ever!

 

All it took was creating an SKSE.ini file in the SKSE folder (Skyrim/data/SKSE/skse.ini) with the following values:

I also tried with the settings you posted but the game crashed a lot. Then I used ssme, which should do almost the same things and now it is running very fine, even if I perform some "stress tests" like running like crazy for the whole world at superspeed.
