FO3 and FONV problems

With FO3 I have no problems save for mouse lag which causes me to lag when looking or selecting speech choices etc, I have no idea how to fix this.

And FONV just won't start at all. I use the fnv4gb which I managed to get working with nvse but now it just wont launch FONV for me.
