Trying to make a Sackman race from follower

So I have been wanting to make a sackman race from the sackman follower posted on dragonporn blog.

But I am having a problem opening the file in the creation kit to make one. Does anyone know how to make them a race with a framework that will be the equip armor? The last time I tried to open the file there was a race made for the follower but now creation doesn't bring anything from the file?
