How would I go about making an NPC sit on another's lap?

I'm sketching out a fairly straightforward brothel mod (making it "clean" enough for Nexus, and would likely release it here for anyone to add their own flavors of extended deviance) and something I really want is for it to feel lively inside.  No NPCs just standing around, I want people partying, and especially some of the prostitutes to sit on NPCs laps who are sitting down.

 

Can this be done with cleverly placed idle markers?  Say, the patrons are only allowed to sit on the chair marker, and a "floating" idle marker positioned just so, with conditions only allowing the prostitutes to sit on them?

Anyway just looking for some input before I start playing around!  Thanks!
