Best tools for creating custom npc or altering other custom followers

I've read that tools like (NPCeditor) are out of date and can cause issues. If so whats the next best thing? Last night I downloaded NPCeditor and TESVsnip. Are these tools still quality or should I be using other tools to create and alter custom npcs. I also downloaded (photobooth) for skyrim.
