Tan Texture Problem/ApachiiSkyHair for NPC not working?

I have two problems.  One, all the female NPC's have extremely tan faces compared to their body, and two, ApachiiSkyhair for NPC doesn't seem to be applying. As seen by this picture, the face is extremely tan and she still has vanilla hair.  I am using Decent Woman for the NPC overhaul, and UNPB with Real Girls Textures with the Normal Face Maps as my body textures. For the hairs, I have ApachiiSkyHair installed along with ApachiiSkyHair Female, ApachiiSkyHair for NPCs, and the color mismatch meshes that come along with ApachiiSkyHair for NPCs.  I've ran loot plenty of times, and also tried it without Decent Woman.  The faces go back to their vanilla looks with a pretty obvious neck seam.  Can anyone help cause it's pretty awkward playing with a bunch of mismatched NPCs.
