NPC from Random Encounters attacks

Hi all. Ive have a strange bug. Every time i meet NPC in Random Encounters after a few seconds they start attacks me. Currently noticed with http://elderscrolls.wikia.com/wiki/Stormcloak_Prisoner, http://elderscrolls.wikia.com/wiki/Reveler and Wedding Guests. I play with alternative start so I tested it with different scenarios.

NPCs randomly attacking you is a vanilla bug. I don't see anything in your load order that could be causing it. Have you tried starting a new save?

I switch off some npc-related option in Devious Device - More Devious Quest, and now it seems OK.
