Comic Book style shadow dots on face and neck

Hi,

I am having this very frustrating shadow effect on my character:

Any idea what could be causing it? i get the feeling it is Skyrim.ini / skyrimpref.ini / enb related, but could be wrong. As you cna see, its a bit extreme to be just ignored, and only seems to affect the face and neck. I havent seen it on anything else like armor, scenery, etc.

I got it too.

I fixed it by messing with a few settings via skyrims inis

 

I recomend this tool, for editing .inis. Easy to use and quick.

 

And here are my inis if you wish to test them. You might wanna change the shadow resolution, becouse its a setup for a gameplay not a screenarchery.
